I guess I do not see the polbrem of deleting comments from those who behave badly.I agree. I've found that when "troll" comments go uncensored for too long (especially in blogs that deal with political subject matter) it disrupts the possibility for meaningful dialog so much that the frustrated blog author usually ends up turning off comments altogether. This is a shame, because I think commenting is one of the most useful features of the blog format.The best way around this polbrem is to block a repeat offender's ISP address from commenting. Unfortunately, I doubt that blogger's free service provides this option. You would probably have to host your own blog using software like WordPress (as I do) in order to use an ISP-blocking feature. Then again, this would require more time and cost than many bloggers are willing to commit.Regarding the free speech issue--I don't buy the argument that deleting abusive comments is a limitation on free speech (although the threshold should be set very, very high). I doubt that Mill would have argued that, wherever a forum for dialog is present, every person should have every opportunity to say everything that one wants. In such cases, meaningful dialog would be swamped by overcrowding and confusion. Rather, I think Mill was more worried that unpopular ideas be preserved -- not that ad hominem attacks should be treated as something sacred. Oddly enough, I've found that some of the anarchist comment boards that I frequent are the most heavily censored. I guess this is because people feel so threatened by radical political ideas that they often resort to attacking the person, instead of the person's ideas.

Owen is intimating, I think, that because the dominant voice has the numerical and economic advantage over minority voices, some government assistance is necessary-be it funding for the arts, or censorship-to make the minority voice equally loud. This is a valid point because even if we eliminate the variable of discrimination, the dominant voice will still have an advantage over minorities on the basis of sheer numbers. If most of us, then, accept that certain privileges and protections need be afforded to minorities to ensure they too have a fair shake, why not afford minorities more "voice"?Note that I think the problem with Owen's argument is his usage of the word "censorship." I don't think he's calling for censorship at all. He is simply arguing that we need to create a platform where a multitude of voices is heard equally loud and that perhaps the best way to achieve that is through government assistance. He is definitely NOT saying that some viewpoints should be eliminated from the debate.
